The Federation Council (Russian: Sovet Federatsii) is one of the two chambers of Russia’s Federal Assembly, the other being the State Duma, which is the lower house. It serves as the upper house of the national legislature and primarily represents the interests of Russia’s federal subjects—including oblasts, republics, krais, autonomous okrugs, and federal cities.
