Build & Battle REDUX

Dear David: I played the game today and suddenly the disappearing seat issue returned. I fiddled around with arbitrary wait()s and got it working some of the time. In some servers it works, and in other servers, vehicleseats don't spawn. No place file changes, it just happens. Idk man. Also the front axle sometimes falls of again now, too.
