When being interviewed, grammar and maturity is required at all times. Permission To Speak Is not active unless the host says so. (You may talk in the lobby while you wait) DEA Low Ranks / Mid Ranks can spectate if the DEA High Ranks within the center allow it. Higher ups in the foundation may also spectate.
