remorseless tower of vacant hindrances

this wasn't actually made in 2016, i just reused an old place i wasnt using tovh but low remorseless or so, if it turns out to be higher or lower than that i cant be bothered to nerf it so it is what it is wanted to make a nerfed version of a really hard tower, tried to make challenging citadel of void but that killed my pc to try and make (update- i did some minor difficulty balancing so that its hopefully more bareable to play through now instead of randomly throwing sc jumps for no reason)
