The Foundations

In the day, the city's foundations are used as quick transport from sector-to-sector. Even then, most people refuse to use them- let alone travel down to the old ground sections. At night, the tunnels that link the foundations are closed off, controling when people can travel- and who is allowed to. The only ones who get stuck there are the people with unfortunate timing, and the ones who are forced to live in it. Usually when people are cooped up, things can get a little hectic... but tonight is unusually quiet. If someone were to wander down there, now would be the best time. But nobody would willingly go, right?
