Contest submission. Seafoam Cove is a naturally created cave that is occupied by a hostile bandit group somewhere in California. The cave dwellers are unfriendly to visitors and keep a dominance on the landmark and the surrounding area. They terrorize small settlements and travelling survivors on the roads nearby with "tolls" and "insurance".
