When the government launches a program trying to identify and control all superheroes, Steve Rogers(Captain America) rebels, and gathers up a bunch of heroes to support his cause. Tony Stark(Iron Man) goes along with the government, and is assigned to either take out or neutralize Steve. After he gathers up some heroes it is a super-Civil War.
