This is only a fan made project lore: After the fall of the earlier Spiridon Mission; failure of the Supreme Councilor and freezing of a Dalek army. The Daleks reclaimed their territory on Spiridon again shortly after this defeat. Restoring technologies used in the previous base, to then rebuild and proceed with Spiridon plans.
