The Ministry of Abnormal Situations (МНС) is the Russian sovereign entity responsible for the control of abnormal phenomena in the territory of the Russian Federation. Born from the collapse of the Soviet branch of the SCP Foundation on December 26, 1991, it succeeds the GRU's <P> Division, dissolved in post-Soviet chaos. During the Black Decade of the 1990s, a Great Hemorrhage allowed the widespread spread of artifacts, entities, and protocols on the black market and abroad. In the early 2000s, under a new centralized state leadership, the Ministry was created to take back total control: site recapture, internal purges, and the doctrine of absolute sovereignty. Today, as a cautious partner of the Global SCP Foundation, the MNS ensures national security through strict confinement and constant vigilance against external interference.
