In Pasay, the Malibai Council is organized by Jose Victor, with Coronel Teodoro Tolentino in charge of the military sector and Capitan Bonifacio Vizcarra assisting. The council grows into an organized militia and forms a brigade under the command of General Pio Del Pilar. The Guardia Civil, under the Captaincy General of the Philippines, serves as the colonial force seeking to maintain control and suppress the uprising as the Spanish Empire begins to weaken and lose its grip over the islands.
